It's Bob — no, not that Bob — Uneeda's teenage companion for Tinyteen Suzette.
I first saw them in this 1958 ad for now-defunct discount chain W.T. Grant in the Lakeland Ledger and picked up Bob — in his original box — in an eBay auction.

I love the Uneeda dolls... found one of the later 60's variations last summer in a garage sale (loose) for a quarter, but it was still in great shape. I couldn't believe it.
